我国公共政策中公民参与方式分析

　摘要:近年来,伴随着公民参与在实践中的发展与完善,多种参与方式的在广泛应用的同时,也产生着诸多的问题。其中最重要的是,公共管理人员究竟应该如何保持公民参与的代表性即政策的公共性与政府管理的效率之间的平衡?公民应该如何有序地参与到公共政策的制定中去?归根结底,公共管理者要运用其智慧,根据不同的情境选择不同的公民参与方式。
　　Abstract: In recent years, followed the citizen to participate in development and the consummation in reality, many kinds of participation ways while widespread application, was also having many questions. And most importantly, actually should the public administration personnel how maintain the representation which the citizen participation are between efficiency balanced which policy public and the government manage? How should the citizen the order participate in the community policy in the formulation? In the final analysis, the public superintendent wants to utilize its wisdom, participates in the way according to the different situation choice different citizen.
