论中小民营企业融资难的原因及其对策
 
摘　要：本文在前言描述了我国融资难的现状，并指出融资难已经成为制约中小民营企业发展的瓶颈，其后的两个部分详细介绍了融资难的原因及其对策。第1部分通过对企业自身问题、外部融资环境的分析，说明中小民营企业融资难的原因。自身问题包括经营观念落后，法人治理结构不完善，财务制度不健全。外源环境包括缺乏系统的扶持政策体系，金融机构缺乏经营定位和管理思想，以及缺少为中小民营企业提供担保及信息服务的机构。第2部分围绕着如何通过企业自身及如何从外部金融环境解决中小民营企业融资难这1问题展开论述。首先提到的是中小民营企业自身的不良状况，并提出适合我国的1些相应措施。其次是针对中小民营企业外部融资环境的缺陷，提出了政府的扶持政策，金融体系的改革，商业性担保机构的建立。通过分析金融体系，提出改革银行信贷机制和建立民营信贷。本文在最后重点论述了构建起合理的中小民营企业商业性担保体制，包括扶植商业性担保机构，促进担保行业与金融机构的良好沟通，完善商业性担保机构的风险防范和控制体系，以及完善信用担保的社会化服务体系。

Reasons of the Financing Problem of Non-governmental Medium & 　Small-sized Enterprises and Research on the Strategy of Solving It
  
Abstract: This thesis describes the status of financing in our country in foreword, pointing out that the financing difficulty has become the bottleneck that limits the development of non-governmental medium & small-sized enterprises, and the following two chapters analyze the reason of that in details and stress on how to solve the financing problem. Chapter one analyzes the reason of non-governmental medium & small-sized enterprises’s financing problem both from the external finance environment and the internal management of enterprise. Chapter two stresses on how to solve non-governmental medium & small-sized enterprises’s financing problem both from the external finance environment and the internal management of enterprise。 Chapter two includes four parts. Firstly, depending on the problem of enterprise itself, put forwards some appropriate policies for solving the financing difficulty. Secondly, mentions the policies of government support. Thirdly, improves the finance system. Finally, establish the commercial character guarantee organization of non-governmental medium & small-sized enterprises.
