The event concerning contradiction of the suspect in the “first nuclear assassination case” around the time when the International Convention of Antiterrorist Activities took effect indicates how sharp the conflict is of international antiterrorism operation and non瞔ontradiction. How to abolish the barrier of contradiction and promote international antiterrorism cooperation has thus become an urgent problem that international society must solve. After an analysis of a variety of measures and solutions, this paper maintains that “separation of trial and punishment” may be the best way to overcome the barrier and avert contradiction between antiterrorism cooperation and non瞔ontradiction, which, though a newly adopted measure in international society, is of great importance to China since China has become a signatory country of the Convention. And the measure is of more guiding and referential significance to China in her policies concerning cooperation of contradiction.
