Abstract: The non-central city in the western colleges and universities by location, resources, education and living conditions, making a large number of outstanding teachers in colleges and universities into the city center. Teachers have a serious brain drain affecting the development of such colleges and universities follow-up, which further hindered the popularization of higher education in the western and urbanization process as a whole. To this end, the Government, the City College and the three forces should be integrated in the analysis of the reasons on the basis of formulating appropriate policies and measures to address non-western city of teachers colleges and universities drain.
