摘要：政府公共危机是指在政府治理国家事务中，忽然发生的如地震、流行病、经济波动、恐怖活动等对社会公共生活与社会秩序造成重大损失的事件。在危机发生越来越频繁的今天，一个国家要减少危机的发生，降低危机的损失，进步政府应对危机的效率，必须建立系统的危机治理机制。系统的危机治理包括危机的预防与应对。有效的危机治理机制，能够将政府的危机治理纳人一个有序、规范、条理的轨道中，保证政府在危机发生时能在最短时间内有效调动社会资源，将危机带来的损失减少到最低程度。
