农民工进城就业保障制度创新研究

2017-08-03 01:03 摘 要：推进城乡统筹发展、保障农民工进城稳定，就业是关键，但农民工进城就业要受到现行户籍制度、就业选择与劳动用工制度等制约。目前，制度障碍是农民工进城就业困难、就业保障不足的重要原因。这就要大胆创新推进改革，打破现行制度的限制，尽快制定与完善有利于农民工进城就业的法律制度，为农民工进城就业创造良好的法治环境，切实保障农民工进城稳定就业，促进社会和谐发展。 　　关键词：农民工；就业；制度障碍；就业保障制度；法治环境 　　Abstract：The key to promoting overall urban-rural development and guaranteeing peasant-workers’ stability in a city is their employment，however，peasant-workers are restricted by current household register system，employment selection and system of working and employers and so on. Currently，institutional barrier is an important reason for the difficulty of peasant-workers to work in a city and for their insufficient insurance. Bold innovation and reform for breaking current system barriers is needed，and laws and regulations which are helpful to the peasant-workers to work in a city should be rapidly made and perfected in order to create good legal environment for the peasant-workers to work in a city and for guaranteeing the stable employment of the peasant-workers in the city and for promoting harmonious society development.
