摘要：文章首先提出创新农村基础设施投资运营模式的重要意义，然后对我国农村基础设施建设存在问题及其原因做了详细分析；最后，根据我国农村的实际情况，借鉴城市基础设施建设的一些做法，提出了在构建稳定的政府财政投入积累机制的同时，要实施BT模式、PPP模式、“一事一议”筹资筹劳模式、特许经营权管理模式等多样化的农村基础设施投资运营模式。

Abstract：This article firstly proposes the significance of innovating investment operational model of rural infrastructure,then does a detailed analysis on the problems and the reasons of rural infrastructure construction in China.Finally,in accordance with the actual situation of rural areas and the method of the urban infrastructure,the article puts forward in building a stable government financial input accumulation mechanism,at the same time,implementing BT model,PPP model,the model of “one project one discussion ” on financing money and labor,the franchise rights and management model,and so on,the diversified investment and operation model of the rural infrastructure.
