货币职能视角下的货币发行与货币监管

摘 要：本文阐述了货币拥有的3大主要职能：价值尺度，流通手段和贮藏手段。货币发行是由中央银行代表政府垄断了货币的发行权，而货币发行又体现了政府与市场经济主体之间的1种债权关系。货币监管的职能是由社会公众赋予政府的，先是由中央银行后来是银监会来监管货币。货币的监管目标是保持货币的稳定和国民经济的良性发展，监管的方法是货币数量的监管和货币价格的监管。货币的发行与货币的监管是两种不同的职能，因此，主张将货币的发行与货币的监管分离开来。论述了我国政府集货币的发行与监管为1体时金融运行中存在的主要问题是：商业银行管理层尤其是高管层腐败案件渐增；货币政策会失灵；货币的几大职能扭曲；金融制度不健全；最后针对这些问题提出了解决它们的有效对策。

Abstract: The main body of a book have set forth three big main functions that currency owns: Measure of value , the means of circulation sum hoard means. Issue of bank notes is that the representative government has monopolized the currency distribution right, but issue of bank notes has embodied one kind of creditors rights relation between the government and the market economy main body from the central bank. The function that currency oversees is to given to the governments by the public of society , the afterwards is that the silver oversees currency coming supervising a meeting first from the central bank. The currency inspection target is to keep the currency stability and the national economy beneficial development , the method overseeing is currency quantity inspection and currency price inspection. The currency distribution and the currency inspection are two kinds different functions, therefore, hair advocating that with currency。
