论农村基础设施建设与农民增收
 
摘  要:农村基础设施建设是农民增收的前提条件。但现今农村基础设施建设严重滞后，不但阻碍了农民增收的步伐，而且影响了农村经济的发展，甚至成为了整个社会经济持续发展的瓶颈。因此，政府应树立公共财政观念，按城乡1体化标准调整财政支出分配结构、制定界定各级政府责任的法规、加大对农村小型基础设施的投入、建立合适的偏好显示机制和供给机制、管理好财政支农资金、引导社会各种投资主体投资、用好“1事1议”、加大建后维护，管理力度；农民应加强与政府合作、主动投工投劳、消除小农思想、加强参与建设与维护的意识，加强农村基础设施建设，大力增加农民收入。

On the Rural Infrastructure Construction and the Increase of Farmers’ Income

Abstract: As the prerequisite for the increase of farmers’ income, however, today the rural infrastructure construction is lagging far behind. This issue not only hinders in the way to increase farmers’ income, but also casts its impact on the development of the rural economy. What’s worse, it has become the bottleneck for the sustained economic development of the whole society. Thus, the central government should develop a public fiscal insight and regulate the structure of the distribution of the fiscal expenditure according to the standard that the rural area and the urban area are integrated. Laws and regulations that show the responsibilities of governments of all levels will also be worked out by the central government. The investment of labor and capital to the rural infrastructure of smaller size will be increased. And suitable wellness-oriented mechanics for manifestation and provision will be established. The central government should have good management of the fiscal capital for supporting the three rurals and lead the social investments of all sorts, including the subjective investment to the right track. The method of “One issue, One meeting” should be adopted. More efforts need to be exerted for the maintenance of the investment after construction. Farmers should play an active role in the investment of labor so as to cooperate more with governments of all levels. They should get rid of the superstitious thinking that they are just working for themselves and become more conscious of the necessity to participate in the infrastructure construction and maintain the fruit of it.
