我国农村土地产权制度改革的新模式探讨
           
摘  要：建国以来，我国农村土地产权制度经历了由私有制到公有制的转变，现行农村土地产权制度是810年代初农村经济体制改革时确立起来的，主要形式为家庭联产承包经营。然而现行家庭联产承包经营中，土地所有权和使用权都还缺乏严格的界定，未进1步形成明晰的产权关系，构建起同社会主义市场经济相适应的农地产权制度。随着市场改革的不断深入，农村市场经济的发展，其深层矛盾及缺陷则逐步显现出来，它存在产权主体模糊、产权界定不明晰、关系不清、权责混乱、管理机制乏力、承包经营权权能残缺等问题，必须对农村土地产权制度进行改革。改革农村土地产权制度要根据我国农村的实际情况，遵循产权制度变革的1般规律，将技术层面和制度层面分开；考虑“路径依赖”的作用，科学选择两种制度变迁模型。考虑用“农业＋企业”模式来综合解决农村土地产权制度的诸多问题。

Reforming the village land produces the actual circumstance that the power system wants to be according to the our country village, following to produce the power system general regulation of[with] change, separating technique level and system level; Consider the function of "path dependence", science chooses two kinds of system a change model. The consideration uses "agriculture+ business enterprise" mode comprehensive resolve the many problem that the village land produces power system.
