就业制度、政府的行政干预和垄断等多种制度性因素的影响,从而导致外部市场对其配置劳动力资源的功能下降、造成社会就业不公同等诸多弊端。只有采取相应措施,进一步减轻制度性因素对内部劳动力市场的影响,促使国有企业建立新的劳动力市场运行机制,终极建立起真正的内部劳动力市场,以推动国有企业的发展。

Abstract:The development of internal labour瞗orce markets in state瞣wned enterprisises have been influenced by some factors,such as the systems of traditonal household registration,labour employment,intervention of governmental administration and monopoly.As a result many disdavantages give rise to such behaviors of the drop瞣ut functions of allotment efficiency of labour resources outside,social unfairness of employment.However,there is every chance that we would establish,with the help of newly labour markets,a real market of internal labour force and push forward the development of state瞣wned enterprises so long as we took corresponding measures to put a further brake on those systems which do much harm to markets of internal labour force.
