摘要：世纪之交，我国教育发展面临着前所未有的机遇和挑战：党中央、国务院明确提出并着手实施“科教兴国”战略；科技、经济的迅速发展和社会的进步对教育提出巨大的需求。必须承认，我国的传统教育对国家经济、社会、文化的发展是有重要贡献的。然而，只有敢于面对问题，我们才能进步，才能跟上时代发展的步伐。进入２１世纪，对我国来说，就要迈上新的５０年在全国基本实现现代化的征程，其中最重要的准备，就是人才的准备。问题的重要性使我们不得不去审视我们的教育观和人才观。目前在基础教育界已形成了共识，素质教育势在必行，实施素质教育的主渠道是课堂教学，而且必须发挥学生的主体作用。但是，在具体实施过程中存在着大量的形式主义、表面文章，究其原因，我认为实施素质教育既要尊重教育现实也要注重教育发展的战略。 关键词：实施素质 素质教育 教育战略Abstract: The turn of the century, our country educates the development to face the unprecedented opportunity and the challenge: The Central Party Committee, the State Council proposes explicitly and begins to implement “the rely on science and education to rejuvenate the nation” the strategy; Technical, the economical rapidly expand and society's progress to educates proposes the huge demand. But, has the massive formalism, the superficial piece of writing in the concrete implementation process, investigates its reason, I thought that the implementation education for all-around development already needs to respect the education reality also to need to pay great attention to educate the development the strategy. key word: Implementation quality education for all-around development Education strategy 一、传统教育与素质教育有着本质的区别 这就需要认真的研究我国的传统教育理论，了解它的局限性：

第一，只面对少数升学有望的学生，使多数的人成为“失败者”，以“失败者”的心态进入社会。
第二，我国的传统教育大多注重知识的传授和灌输，而对获得知识的方法注重不够。
第三，我国的传统教育对如何培养人的全面素质和实际能力注重不够，培养出来的学生“高分低能”、“重知轻能”。
第四，我国的传统教育就是致力于把知识灌输给学生，而不大强调使学生创造出新东西，不去自觉地注重培养学生的创新能力。
第五，学生读书学习多是为了应付考试、升学，但对所学的知识的实际应用和对这些知识的反思注重不够。
第六，在知识的学习、巩固和提高上采取违背教育规律的“加班、加点、加压”的办法对待学生、摧残学生。
