摘要：高原的城市绝大多数处在海拔较高（一般在2500—3500米、部分在3500—4500米）、气候恶劣、温差较大的地理位置，城市大部分建筑是毗邻结构，主要以土、木、石结构相结合，重点以木结构为主。改革开放以来，高原城市 经济 发展 有不同程度地进步， 社会 物质财富相对集中，用火用电量增加，导致火灾因素增多，火灾发生概率上升。高原城市的消防基础设施严重滞后，公民的消防意识不强并逐渐突出，消防设施、消防装备、消防队伍建设长期徘徊不前，维持低层次运行。随着社会的稳定和经济的不断发展，高原城市的消防设施、消防装备、消防队伍建设更面临新的严峻考验。近几年全国群死群伤的特大恶性火灾事故，充分证明城市人民政府如不引起足够的高度重视，将成为制约高原城市经济发展和 影响 人民生产、生活的重要因素之一。深刻反思，“消防”已是一个全社会关注的话题，也是全社会共同关注的焦点 问题 ，迫切需要在思想上、行动上建立一种全新实际的消防监督体制，采取行之有效的监督管理措施，切实加强和改进高原城市消防安全工作现状以促进消防工作和经济建设的顺利发展。

Abstract: The plateau urban overwhelming majority occupies the elevation to be high (in 2500-3500 meters, part in 3500-4500 meters), the climate is generally bad, the temperature difference big geographical position, the urban majority of constructions adjoin to the structure, mainly by the earth, the wood, the stone structure unifies, key by wood construction primarily. Since the reform and open policy, the plateau urban economy development has had the varying degree progress, the society material wealth relative centralism, increases with the fire electricity consumption, causes the pyric factor to increase, the fire has the probability rise. The plateau city's fire prevention infrastructure lags seriously, citizen's fire consciousness not strong and highlights gradually, before the fire facility, the fire equipment, the fire troop construction does not pace back and forth for a long time, maintains the low level movement. Along with the society stable and the economical unceasing development, the plateau city's fire facility, the fire equipment, the fire troop construction faces the new severe test. In recent years the national group dies the group wound especially big malignant fire accident, proved fully the city people's government like does not cause enough takes seriously, will become the restriction plateau urban economy to develop and affects the people to produce, one of life important attributes. The profound resonsideration, “the fire prevention” already was the topic which an entire society paid attention, was also the focal point question which the entire society paid attention together, urgent needed in the thought that the motion to establish one kind of brand-new actual fire surveillance system, took the effective management by supervision measure, strengthened earnestly with the improvement plateau urban fire protection trouble-free service present situation promotes the fire work and the economic development smooth development.

一、高原城市消防工作现状
1、高原城市建筑行业不够规范化是火灾隐患存在的根本原因之一。长期以来，由于条件、环境、地理因素的制约，加之思想观念上模糊等原因，各相关部门对建筑行业的管理也比较松懈，放之任之，各单位对公安部发布的61号令《机关、团体、 企业 、事业单位消防安全管理规定》的贯彻落实不够、不到位。从而造成了许多内在的、无法根除的火灾隐患，所以规范建筑行业是 目前 预防火灾的关键。
