社会保障制度的缺陷。完善农民工社会保障制度，解决“民工荒”问题是落实科学发展观的迫切要求，也是实现社会和谐的必然要求。应结合农民工的群体特点，适当降低缴费率，加强城乡社保体制的衔接，分类建立农民工最低生活保障制度和适合农民工群体特点的分层社会保险体制。 关键词：社会保障；民工荒；农民工Abstract: In recent years, China's "Labor Shortage" is a reflection of China's social security system flaws.
