摘要：我国是一个历史悠久的农业大国，农业历来是经济发展、社会稳定、国家独立自主的基础，国家对农业一贯的轻税政策和目前正在实施的农村税费改革都表明了国家对减轻农民负担的关心。但仅仅从农业内部来减轻农民负担还远远不够，只有站在宏观经济的角度研究农业与整个国民经济的关系，通过规范、减轻农民负担巩固和发展农业经济的基础地位，才能最终保持国民经济持续、稳定的增长。

Abstract:Our country was a history glorious large agricultural nation,the agriculture always is the economical development,social stability,the national independent foundation,the country the countryside taxes and fees reform which implemented had all been indicating to the agricultural consistent light tax policy and at present the country to reduced the care which the farmer bore.But merely reduces the farmer from the agricultural interior to bear also by far insufficiently,only then stands in the macroscopic economical angle research agriculture and the entire national economy relations,through the standard,reduces the farmer to bear consolidated and the development agricultural economy foundation status,can finally maintain the national economy continually,the stable growth.
