摘要：国家粮食安全隐患的一个重要方面是粮食安全成本的持续增加所导致的财政负担越来越重。为了以合理的成本保障粮食安全，应实施粮食安全战略成本管理，粮食安全战略成本管理具有管理空间的开放性、管理对象的全面性、管理方式的动态性、获取信息的多元化等特征。优化中国粮食安全价值链的主要途径是：对现行粮食安全价值链进行资源整合，加强粮食综合生产能力和粮食综合流通能力建设，进一步降低历史形成的体制性成本，适度增加粮食进口。
关键词：粮食安全战略成本管理粮食安全价值链成本优化成本抑减
Abstract:One of important aspect of potential accidents of national food security is that the increasing cost of food security result the heavy financial burden.In order to ensure food security under a reasonable cost,strategic cost management of food safety should be implemented,which has many characteristics:such as openness management space,comprehensiveness management object,dynamic management approach,diverse getting information,and so on.The main way of optimize the value chain of China餾 food security is:integrating resource of the current value chain of food security,enhancing the grain production and distribution capacity,reducing the institutional cost form in history,and appropriate increasing food imports.
