我国巨灾管理机制研究

摘要：我国巨灾风险发生频繁，损失逐年加重。结合我国国情，政府要正确定位，充分利用市场力量，强化灾前预测与防范，加大投入，提高公众应灾意识与能力；建立巨灾应急管理机制，减少灾害损失；发展我国的巨灾保障体系，分散巨灾风险，增强我国巨灾风险的承受能力。在我们这样1个人口众多的发展中大国，建立起以政府为主导，以保险为主体，以社会团体为辅，以群众广泛参与为特点的巨灾管理机制，意义重大。

Research On the Catastrophe Management Mechanism of China

Abstract : The catastrophe risk occurs frequently in china and loses aggravates year by year. According to Chinas conditions, the government must get correct position, and make full use of market forces to strengthen the pre-disaster prediction and prevention, increase investment, raise public awareness and disaster response capabilities; we must establish catastrophe emergency management mechanisms in order to reduce catastrophe losses and develop  catastrophic security system to decentralize catastrophe risk, and enhance our capacity of bearing catastrophe risk. In our such a large developing country with a large population, Its significant to establish a catastrophe management mechanism  which take  government as the leadership, take insurance company as the main body, take social group as auxiliary and take  populace widespread participation as the character.
