《高等学校财务制度》针对市场的，夸大高校实现财务的整体化治理。基本建设财务治理，尽管资金来源渠道不同、财务核算治理有别，但基建财务还是学校财务整体不可分割的组成部分，其财务治理业务应接受学校财务的同一领导，遵守和执行学校同一制定的财经政策和
规章制度。这样不仅沟通了治理上条条块块的关系，为协作治理提供了契机，而且增强了高校基本建设投进的灵活性和基建资金调配的公道性，学校财务部分可以自主地根据自筹资金及市场经济情况，控制资金投进的时间、数目、方式，同一安排自筹资金计划与自筹基建项目，从而使学校有限的资金发挥更大的投资效益。 在当前市场经济条件下，高校基建财务治理工作既要适应国家体制改革和学校发展的要求，又要严格加强治理，防止学校正当的经济利益受损，这是摆在我们眼前的一个新，所以要求我们高校基建财务职员在工作中必须不断的探索和，进一步加强和进步基建财务治理水平，以公道和有效的投资控制，降低工程造价，进步工程项目投资效益，把高校的基本建设工作推向一个新的台阶。 ： ［1］ 田澍民. 加强高校基建财务治理进步投资效益［J］. 山西建筑，2003，（15）：101-102

Abstract: Under the conditions of the market economy, infrastructure in colleges and universities in strengthening financial officers day-to-day financial management.
