摘 要：笔者从全球环境基金核心概念的解析入手，通过逐层分析，试图解答3个问题：（1）作为一个为发展中国家提供赠款的全球环境基金是否为中国等发展中国家提供真正的赠与；（2）作为最大的发展中国家，中国在这一国际环境组织中发挥着怎样的作用；（3）未来，中国在其中的作用又会走向何方。
关键词：全球环境基金；中国；赠款；增量成本 Abstract:Beginning from the explanation of the core concepts of Global Environmental Facility, this paper ゛nalyzes three problems. The first is whether Global Environmental Facility, as an international government organization providing grants for developing countries, have truly done justice to China. The second is what role China plays in this organization as the biggest developing country. The third is concerned with the future role of China in the organization.
