摘要：电子商务得以迅速发展的首要条件就是外部环境的完善。近年来，随着国务院有关加快电子商务发展的意见、《电子签名法》等1系列政策法规的出台实施，以及相关宏观调控措施的开展，为电子商务的健康有序发展提供了良好的条件。公共信息基础设施也是电子商务发展的重要环境，信息通信部门正在逐步完善建立公用数据网、互联网、内联网、外联网等，为电子商务提供实现网上认证中心、订货、支付等安全交易的运行环境。
本文将从电子商务发展环境的概念，研究的目的以及其所能产生的意义等方面，具体分析我国电子商务在政治上，经济上，立法上以及软硬件环境上的现状，揭示了我国与世界先进水平之间的差距以及由此而产生的1些具体问题，并且提出了相应的解决措施。
电子商务发展环境是电子商务产业发展的重中之重。只有切实做好发展环境的研究，打造1个良好的电子商务发展环境，电子商务才有可能蓬勃的发展。
