对农村信用社产权改革的制度分析
 
摘 要：目前“3农”问题成为我国上下都10分关注的话题，但肩负着“支农”重任的农村信用社却不能有效地发挥自己的作用。当前我国农村信用社无论是在自身建设，还是在适应为“3农”服务的要求等方面，都存在着不少问题，尤其是在产权制度方面表现尤为明显，主要是产权不明晰，法人治理结构不完善，经营机制和内控制度不健全；政府支持体系和风险补偿机制尚未建立等。因此，对我国农村信用社进行改革是不可避免的。
农村信用社产权改革主要有3种模式：合作制、股份制、股份合作制，不同的产权模式具有各自不同的特征，对农村信用社也有不同的要求。鉴于各地经济发展程度，信用社经营状况不同，农村信用社产权改革不能局限于1种形式。

The Institutional Analysis of Rural Credit Cooperative’s Property Right System

Abstract: Nowadays in China, people has pay attention to "three agriculture" extremely , which means the agriculture, the country and the peasant. But the rural credit union, which is thought that "supporting agriculture" is his heavy responsibility, is not able to play own actually role effectively. Now the rural credit union has many problems, not only in the favor of "three agriculture", but also in its own construction, especially in construction of the property right system, mainly in such aspects; the property right is undefined, the legal structure is not imperfect, the management mechanism and controls from inside is not perfect, the management system is not suitable, the government support system has not been established yet,neither has the compensation mechanism of risk investment and so on. （转载自科教范文网http://fw.nseac.com）
There are mainly three kinds of reform patterns: Cooperation, Share-Capitalization, Cooperation-share Capitalization, Various patterns have respective characteristics and have different conditions and requirements . In view of the different degrees of economy development in different areas and the different operation  conditions , the reform should not be confined to just one pattern.
