国外巨灾保险责任准备金运作及对我国的启示
 
摘  要:巨灾风险的存在使社会遭受极为严重的损失, 面对日益严重的巨灾损失，我国目前还未建立完备的巨灾保险体系,灾后补偿主要靠我国的财政政策的支持。这样不仅会使国家财政背上沉重的负担并且会对风险管理产生依赖心理,不利于我国的保险事业的发展。如何建立1个具有我国特色的巨灾保险体系是摆在我们面前的1个10分迫切的重大课题。在巨灾保险体系中巨灾保险责任准备金的筹集和管理是1个10分重要的环节，它体现了保险公司的偿付能力和关系到保险公司的生存。本文通过分析我国目前巨灾面临状况和借鉴国外先进管理机制,对我国巨灾保险责任准备金的筹集途径和管理进行深入研究，希冀从中找到1个适合中国国情的巨灾保险责任准备金的筹集途径和管理方法。

Abstract: The great disaster risk existence causes the society to suffer the extremely serious loss. Loses day by day facing the serious great disaster. At present, Our country does not have the establishment complete great disaster safe system ,After the disaster compensates mainly depends on our country the financial policy .Like this not only can cause the national finance to carry on the back the serious burden and to be able to have the dependent psychology to the risk management . Insures in the system at the great disaster the great disaster to insure the responsibility reserve fund the collection and the management is an extremely important link . It manifested the insurance company to reimburse the ability and relates the insurance company the survival. This article through analyzes our country at present the great disaster faced with the condition and the model overseas advanced management mechanism . Insures the responsibility reserve fund to the our country great disaster the collection way and the management conducts the thorough research . Found to suit the Chinese national condition the great disaster to insure the responsibility preparation the collection way and the management.
