集群视角下湖南机械制造业的技术创新问题研究
 
摘要：产业集群已成为理论界和企业界普遍关注的热点，其中，产业集群创新是1个重要的研究论题。产业集群中的技术创新能有效地提高集群的竞争力，是产业集群持续发展的推动力量。本文分析了产业集群和产业集群技术创新的理论与研究现状。在此基础上对产业集群技术创新的内外部相关因素进行了分析，这些相关因素有：政府政策、企业研发投入水平、产业集群整体技术水平和集群内的技术创新扩散。对集群内技术创新扩散进行模式分析。其中结合湖南机械制造业产业集群技术创新现状发现了企业研发投入水平较低，扩散网络不完善及政府政策的针对性较差。最后提出提升湖南机械制造业产业集群技术创新能力的措施有建立以企业为中心的技术创新体系，加强产业集群技术创新的学习扩散与合作性创新，建立产、学、研的风险共担型模式，加强政府的政策匹配。

The Research on Technology-Innovation of Hunan Mechanical
Manufacturing Industry in The View of Clustering
 
Abstract: The theory and enterprise has all focus on the industrial clustering ,and the industrial clustering -innovation has been the important research thesis. Technical innovation in the industrial clustering can effectively enhance the clustering competitive ability, is also a force to impel industrial clustering to develop continuously. This article has analyzed the industrial clustering, the theory of technology innovation and the present situation of research. Based on this, it will analysis the intracorrelation and exter-correlation factor, including the policy of the government, the investment level of an enterprises research,the technical level of the industrial clustering and the proliferationcolony of technology innovation in clustering. Clusters of technical innovation diffusion model.When combined with Hunan mechanism-manufacture industry, we can find that it is low in research investment,imperfect in the proliferation network and weak in pertinence of government policy.At last,it will propose some suggestions to promote the technology-innovation ability of Hunan mechanism-manufacture, involved in establishing technical innovation system which take the enterprise as the central, strengthening the study proliferation of industrial clustering s technology innovation and the cooperation innovation,establishing the mode which take risk of studying,producing,researching together and strengthening the pertinence of government policy .
