摘要：产业集群现象在进入21世纪以后已经引起越来越多的专家和学者的关注。本文研究的是广东和浙江产业集群之间的不同。这些发展的不同最主要表现在根植性，自我协调能力，人力资本3个方面。如在根植性方面表现为在资金来源方面的不同，如广东是外资型的产业集群，而浙江是内资型的产业集群，造成了浙江产业集群的根植性比广东根植性要好，从这3个特性分析浙江产业集群和广东产业集群在发展现状上的不同，广东近些年来产业集群的发展趋势有所衰退，而浙江的产业集群蓬勃发展起来，这是由它们分属于不同类型的产业集群而决定的。所以在发展策略上对于不同的产业集群类型有不同的策略，如对于广东外资型的产业集群采取的策略有兼容发展外资嵌入型与内资型集群、重视基于信任的合作基础、加强合作网络关系建设构筑基于集群的区域持续创新网络体系等。而对于浙江产业集群采取的发展策略就是加大政府对产业集群的政策引导和扶持力度、强化产业集群内行业协会作用、加快产业集群区域内社区银行的发展等。本文正是由不同类型的产业集群来讨论它们的3个特性以及对策的。
