SCP范式下中国电信产业组织研究
 
摘  要：本文借助产业组织理论的SCP分析框架分析了我国电信业的市场结构、企业市场行为和市场绩效，得出如下结论:我国电信业的市场结构已经由过去的完全垄断演变为现在的寡头垄断形态，电信企业的市场行为发生了很大变化，价格行为已经由原来的垄断定价发展为价格竞争激烈，但由于垄断的市场结构并未发生根本改变，大量的不正当竞争还时有发生，因此，不合理的市场结构和不规范的市场行为，必然导致了不理想的市场绩效。这些都反映了我国当前的电信改革并不彻底，垄断尚未完全打破，有效竞争仍然不足。根据世界电信业的发展潮流，结合我国的实际国情，笔者认为，我国电信业的改革同样要沿着“政企分开—打破垄断—引入竞争”的发展模式。

The Research On Telecommunication Industrial Organization In China
 
Abstract:  In the research, this paper applies　the SCP analysis frame of the theory of industrial organization to study the market　structure, the market conduct and the market performance of our national telecom industry. After that, we reach such a conclusion: the market　structure of our national　telecom industry has developed from the past complete monopoly to the present oligarchic monopoly. And the market conducts of telecom enterprises have changed　greatly. The pricing conduct has developed from the past monopolistic price to the present fierce pricing competition. But, because the monopolistic market structure hasnt changed fundamentally, a lot of illegitimate competing conducts often take place from time to time. So the unreasonable market structure and the not-ameliorating market. eon duct lead to the undesirable market performance inevitably. All these talked about above reflect such a fact that the reform of Chinese telecom industry hasnt been conducted thoroughly, the state of monopoly hasnt been broken and the competition is still insufficient and inadequate. According to the developing trend of the world telecom industries and taking account of our national conditions, I believe that our national telecom reform should also develop along the route from dividing government and enterprises to breaking monopoly, then from breaking monopoly to introduce competition.
