中国土地储备制度建设面临的问题及对策
摘 要:土地储备制度建设能促进房地产市场健康发展,优化土地资源配置,也有利于实现国有土地所有权的经济权利,还能保护城市郊区用地。所以,建立健全土地储备制度对我国城市建设和国家整体规划有着双重意义。但是,我国土地储备制度建设中还存在法律体系不完善,土地收购价格内涵界定不清,土地储备运作过程中部门间协同功能发挥不够,融资渠道单1,储备土地的范围和来源渠道还不够宽敞等方面的问题。因此,应该健全土地储备制度相关的法律法规,完善土地储备收购价格,健全组织机构,拓宽资金来源渠道,明确土地征购范围来解决存在的问题,以保证土地储备制度在我国有效实施。

Study on the Problem of China’s Land Reserve System and Its Countermeasures
Abstract: Land reserve system will promote the healthy development of real estate market, optimize the allocation of land resources, help the government better control over land development rights, and also for protecting the city’s rural land. Therefore, the establishment of sound land reserve system on urban construction and the overall national planning has a dual purpose. However, there are some problems of the land reserve system in China, such as, the law system is not perfect, the connotation of land purchasing price is not defined clearly, the communication between departments during the acting of land reserve system is not enough, the channel of financing is single, the scope of reserving land is not capacious. So, we should perfect the rule of law of the land reserve system, perfect the purchasing price of land reserve, perfect the organization framework, widen the way to the origin of finance, definitude the scope of land purchasing, to ensure to carry out the land reserve system efficiently.
