摘  要：在我国，随着经济的高速发展，水资源的供需矛盾日益突出。我国是个水资源严重稀缺的国家，为使我国的经济得到可持续的发展，合理配置水资源成为当务之急。实现准市场化的水权交易则是解决该问题正在全球范围内探索和实践的道路。本文以产权明晰为基础，讨论水权的优化配置，分析我国水权交易的背景、供需关系及我国水权交易的效率。全文分为4个部分。首先，阐述我国水权交易的概述及国外水权交易的借鉴。其次，分析我国水权交易的背景，包括水权交易的社会背景和资源背景。然后，对我国水权交易的经济学分析，分析水权的供求关系，外部性，水权交易的效率。最后，对我国水权交易的进行案例分析。分为区域间的水权交易和不同用户间的水权交易，提出建立我国水权交易市场的对策。

Abstract: In the our country, along with economy of high speed development, the supply and demand antinomy of water resources is increasingly outstanding. The our country is the nation that a water resources severity is sparse to lack, for make our country of the economy get the development that can keep on, the reasonable installs water resources to become urgent matter of the moment. The water right which carries out a quasi- market to turn trades to then resolve that problem just the road in global quest inside the scope and the fulfillment.This text with produce power is clear in meaning for foundation, discuss water right of excellent turn to install, analyze our country water right to trade of background, supply and demand relation and our country water right trade of efficiency. The full text is divided into five parts. Elaborate our country water right to trade first of say all and the foreign water right trade of draw lessons from. Analyze the background that the our country water right trades secondly, include the social background and resources background of water right bargain.
