环境污染外部性的内部化研究
—以湖南省环洞庭湖地区为例
         
摘要: 针对经济外部性引起的市场失灵，从环境污染外部性理论的角度出发，探讨将环境污染外部性进行内部化的各种方法;比较各种方法的优劣,得出排污权交易的必要性;并在此基础上分析湖南省环洞庭湖地区的环境污染外部性问题;提出了基于排污权交易减少环洞庭湖地区环境污染外部性的对策。排污权交易是减少环境污染外部性的1种行之有效的方法；论证了排污权交易理论上可行,实践中有效，基于市场经济激励的排污权交易，来减少环洞庭湖地区的环境污染，从而促进环洞庭湖地区经济的良性发展。
