论我国中小企业信用担保体系的完善
 
摘要：以信用担保为中介的中小企业信用担保机构主要发展和成熟于日本及欧美等国家。自20世纪90年代以来，各具特色的中小企业信用担保机构为解决我国中小企业融资难的问题做出了1定的贡献。但是，由于种种原因，中小企业信用担保体系的进1步发展受到1定的制约。本文重点分析了中小企业信用担保机构在制度、立法及其运作机制上存在着的问题，并以此为基础，结合我国客观实际，提出了“强化中小企业信用担保监督、理顺担保机构与协作银行关系、规范中小企业信用担体系中的政府行为等对策，以推动中小企业信用担保机构走上健康发展的道路。

Abstract：Small and medium enterprise credit guarantee organization unions is mainly developed from and strengthened by Japan and the countries of Europe. Since 1990s,different kinds of small and medium enterprise credit guarantee organization unions are contribute to solve the dilemmas and risks that small and medium enterprise faced，but there are many reasons to restrict the healthy development of the credit guarantee system of small and medium enterprise.1 mainly set forth the main problem such as regulations ,laws ,operational mechanism and so on, which existed in the small and medium enterprise credit guarantee organization unions. According to the true state of affairs in China, I put forward four methods to solve these problems，first is to strengthen the supervision of small and medium enterprise credit guarantee ,second is to straighten out relations between credit guarantee organization unions and cooperative banks ,third is to found the effective regulations internally, and the last is to regulate the government `s behavior in the development of the credit guarantee system of small and medium enterprise. All are to promote the small and medium enterprise guarantee organization unions to develop healthily.
